OTM 6.5.1 round trip configuration

Planning a two order round trip is failing in OTM. I have a multistop itinerary that works fine for multi-stops not returning to the pickup stop, what settings need to be changed for OTM to plan a round trip returning to the first order stop. Order 1 - A to B, Order 2 - B to A. Dates and distances calculate fine, Multistop logging does not show a reason why it does not combine orders.
