Permissions needed to create customers

Not sure I seleceted correct "system" but I cannot seem to turn on the appropriate permissions to allow my Accountant roles to create customers. Can anyone tell me what I might be missing or what all the pieces that are needed to allow a role to create a customer in NS? We are currently in version 2022.2, soon to upgrade to 2023.1.
