Rollback of CANCEL_REQUISITION API call leave new Journal Entries on associated PO Line

With Encumbrance enabled, we have noticed calling Po_Req_Document_Cancel_Grp.Cancel_Requisition() but doing a rollback still creates new Journal Entries for the PO Line that references this Requisition Line. The new journal entries makes sense if the Cancel Requisition Line was committed. But rolling back should not.

For example, the Req line is for $1M, it is reference on the PO Line Distribution, but later the PR Line is involved in a API call to CANCEL Requisition Line but a rollback is done, there is now the original $1M journal entries for the LOA, but now an additional $1M created journal entries going against the budget. Anyone else encounter this scenario?
