What does mkloc value mean in x$kcbdbk?

Before we had started to do an online transparent encryption in an Exadata Oracle 19c database, we saw that mkloc value was -21 in x$kcbdbk. I know that the value 0 means that there is no TDE encryption exists and 1 means that there is an existing encryption. But we had not seen -21 before.

What would be the meaning of the value -21? And would there be other possibilities?
