User does not have create privileges on EPS - P6 Professional Integration API 22.12

I am receiving error message with P6 Professional Integration API 22.12 for a user who has following user settings:

"Global Security Profile" is set as an Administrator.

"All Resources Access" checkbox is marked.

P6 Professional Module Access checkbox is marked.

Not sure what else in setting is required. If I set the user as <Admin Superuser> everything works OK. Does user always need to have superuser access if he wants to create an EPS project?

com.primavera.bo.security.BoSecurityException: User 416 does not have create privileges on EPS

at com.primavera.bo.security.c.a(SecurityHelper.java:3034)

at com.primavera.bo.remotable.ReqMgr.createObjectsWithWbsContext(ReqMgr.java:928)
