Is anyone else having significant issues configuring Fluid Job Data in PeopleSoft HCM?

Our PS superuser is not even configured correctly to provide necessary access for developers to open functionality that we may use to configure our Fluid Job Data pages. Now it is not clear what is missing from the environment, and what is a security access issue. This is making a mess for implementation of our upgrade.
