Help needed to understand the CPU usage

Hi Experts, I am looking for help in understanding the current cpu and memory utilization for the DB and would I need to add more resources allocated- capacity planning for future growth . The DB parameter "CPU_COUNT" has been set to 2. My question is, will DB use more CPU if needed or can't go beyond the set "CPU_COUNT" limit. Should I add more CPUs (CPU_COUNT=?) to the DB as db is utilizing 100% CPU (DB CPU per second ~2.3) and also load average end goes beyond 6 maybe set to 3-4?

If "CPU_COUNT" was not limited than I know DB is not constraint with CPU as ~85% is idle. And also, I don't see its either constraint by memory looking at the memory statistics.
