Permission / Access issues when trying to Update PO with Excel Via Buyer

This is a Purchasing Questions, however I could not see the option.

I am having a similar problem to the below user:

Some User Faces Error Message "You do not have permission to access this functionality" When Try to Update PO with Excel Via Buyer Work Center (Doc ID 2669231.1)

When attempting to update purchase order using "Update with Excel" in Buyer Work Center,

the following error occurs.

You do not have permission to access this functionality.

Please contact your system administrator for assistance.

I have carried out the steps but I can still not resolve the issue for a specific responsibility. We are using 12.2.8 and the above doc refers to 12.2.9. Is there a separate process to follow?
