Cann't open custom oaf page in JDeveloper Ext. (12.2.12)

in EBS Customizations (MOSC)

There is databse connection, right Responsibility Key, Appl Short Name, right dbc file in Project Properties/Oracle Application/Runntime Connection. setup was done in accord. with gs_setup.htm.

It seems there is connection problem, but where?
