Need to reopen incomplete requisition.

A requisition was created and approval was sent to the approver but approver failed to approve the requisition in given time and requisition approval time elapsed. Now the requisition in incomplete status. In requisition summary, open button is greyed out so the requisition won't open and under tools there is no control option. Is there any way to open the PO.
