Can I upgrade my database to 19c if I have a 11g standard one license with support?

I didn't find a licensing category, so I chose this one.

I tried to ask this question about licensing with some oracle company partners but I couldn't get a consensus.

I have some oracle 11g standard one licenses with active support. I would like to upgrade but I don't know if I have to buy new licenses or for having the support, I could upgrade.

Some companies say that I can, even for newer versions that are yet to come. An oracle contact said that I can upgrade to 19c only because of a recently change, but only to 19c (standard two). Other companies say that only enterprise licenses would allow allows us to upgrade if we have support. And, other vendors usually say that we have to buy brand new licenses.
