Setting up Forms Developer 10g on Windows 11

I am attempting to follow the instructions in Doc ID 2925989.1 on a PC running Windows 11, but I am failing at step 7 running the command "setup.exe -ignoreSysPrereqs". I get a popup saying "Could not create the Java virtual machine." There is no additional error information given. Has anyone else been able to follow these instructions successfully on a Windows 11 machine?
