IO Error: The Network Adapter could not establish the connection

I have a few Autonomous Databases that I can no longer seem to connect to, I was able to connect to both, as were my teams, both on SQL Developer and via Jupyter Notebooks, but now when I try connecting I just keep getting the same error. Nothing changed apart from the Databases having a restart over spring break, which was last week. Any help?


Our connection is through cloud wallet, so I'm not really sure where the error is coming from as typically an IO Error like this has to do with hostnames and ports, but any help would be amazing!
