Unable to Change/Edit Defaulting Rules For Order Management.

I am trying to enable (check the checkbox) the 'Service Subscription Template' in the Defaulting Rules, but it says that it is protected against update. I have tried switching responsibilities, but in every Order management responsibility, it is not editable. Is there any other setup that will enable me to make changes here?
