In Fusion I`m unable to unhide "Actions" Button under work relationships through sandbox.

Looks like someone has hide this "Actions" Button so no one will edit hire date, but when i`m trying to unhide this Actions button using sandbox but i`m not able to unhide this.

Is there any other way we can restrict this functionality through roles or something?
