EM Database Express install post 19c DB install

Question: how do I proceed to install the EM Database Express in a database 19c that was installed earlier, but without the option enabled to install this EM along the installation of the database itself ?

The platform is Windows 10 x64

In the documentation I see how to setup and/or use this EM once the database is installed and running, but in this question the problem is that the EM option just wasn't enabled back then. The database (a non-container one) works fine. I can query the port number on which the EM would be running, which is the default 5500 because no other Oracle database has been installed on this machine.
