new to 12.2 patching - can't use ETPAT-AT?

We have an on prem 12.2 environment that a former collogue upgraded from 12.1.3.

Now I am just trying to get familiar with adop and figured good time to to try an upgrade it from Delta13 to Delta 14 and I'm referring to Applying the Latest AD and TXK Release Update Packs to Oracle E-Business Suite Release 12.2 (Doc ID MC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=yy0E7dvcxx4CPs8F1XB9bcUAvr51Ksvdnz8GVw59O4s%3D&reserved=0" rel="nofollow noopener ugc">1617461.1)

So as a first step ran ETCC and it says I need this essentially (summary cut and paste):
