Poor Performance of SOA 12.2.1.3 on Solaris 11 - SPARC T7 y T8 Servers

The SOA JVM process no9t use all CPU/Processors/Core, aleatory use some o them, and others keep i sleep mode. 

It is normal?

I need use all of them processors.

Do you if exist a way to setup SOA to use all CPU/Processors or Cores?

I see how the SOA JVM, process dont't use all Cores, some keep in sleep mode. What can I do to change this mode ?
