How does PA_Client_Extn_Retention gets invoked?

Hi,

We are currently in 12.2.10. Withholding terms were setup for a project at task level and Billing term is set to client extension at task level. Retention invoice lines were not created after running PRC: Generate Draft Invoice for a Single Project. The setup works fine if a Billing amount or percentage is added under Billing terms. We are trying to add custom logic in extension but not sure how that gets triggered.
