Oracle R12:To create a new tax rate, the field "Allow temporary exchange rate" cannot be checked。

This is the Oracle R12 system.When I create a new tax rate, the field "Allow temporary exchange rate" in the tax rate details cannot be checked.What can I do to make it checked?This is very important to me, thanks!
