Any estimated resolution or workaround for Bug 35012866 while running datapatch for January 2023 BP?

When I was attempting to apply the 19.18 Windows Patch #34750795 within datapatch in a Dev environment, I'm getting the errors reported in Bug 35012866 and am unable to finish successfully applying the January 2023 Windows Bundle Patch and OJVM patches.

Is there an estimated resolution or manual workaround date and solution (e.g. modify the bug_33527739_apply.sql script to comment out executing the 3 dbms_workload_repository.modify_table_setting procedures so we can rerun datapatch and it can complete; then, run that script without the lines commented after we've shutdown and restarted the db in normal mode)?
