E1 9.0 TR 8.98.4.12 - Server Package Report Shows "Not Found" for N96500

The NER is flagged as "Not Found" in the R9622 PDF for a DV full package build. However, when I look at the /obj, /source, and /include folders for DV900 on the deployment server, this file exists in all three locations.

My understanding is that the transfer from the deployment server to the enterprise server (AS/400 in this case) transfers all of these files, but in this case, this one appears to not have transferred.

Has anyone seen any other reasons for a BSFN to fail with "Not Found" in the report where it actually was where it was expected in the deployment server path code folders?
