R9621S not creating directory structure in the server during full build

Hello,

We have migrated our JDE setup to new servers(deployment svr, app server, web server). In this process we have copied the folder structures from the respective old machines, detached the planner from old dep svr and attached to new dep svr. verified all the necessary settings. Now we are trying to submit a fiull package build from DEP920 env in dep svr but not working. When we submit , R9631S is being triggerred but its not able to create any folder structures anywhere. Basically it does nothing. Any leads?
