Oracle 19 SE 2 and 16 Thread limitation

Hello,

I want to buy hardware for new Oracle Server 19 SE. It will host two instances. As we have 16 T limitation per instance I assume it does not make sense to buy more than 16 Cores (16C = 32T).

Does it make sense ?
