BI Publisher Report Performance Issue

Good day! We use BI Publisher in some of our PeopleSoft Campus reports. We noticed that there is this one report that loads almost three minutes in production. That same report loads within seconds in our non-production environment. The code that generates the report as well as the templates are the same in both environments. Any suggestion what to look at to fix it? All other reports are fine. Thank you and appreciate it.

We just recently upgraded to Oracle 19c database - both environments are on 19c version.
