Forms 19 in-place upgrade

I am testing the Forms 12.2.1.4 to Forms 12.2.1.19 in-place upgrade. I followed the instructions in the install guide (F70508-01 February 2023). The upgrade appeared to successful, all WebLogic servers and OHS start normally. I downloaded the new frmsal.jar file from the server using the included webpage. When I try to run a test using the standaloneapp web configuration, I get the following:

C:\Oracle>java -jar frmsal.jar -url "https://ssims-apps-t1.unet.doe.gov:7022/forms/frmservlet?config=standaloneapp"

Using TrustStore: C:\Users\priv.mike.deemer\Oracle\forms\formstruststore
