Stop TNS Poisoning via VNCR - node 1 doesn't reconnect to listener

Hi, I was following this tutorial

But the issue I'm getting is that after I stop and start the listener, while the second node was able to connect to the listener, the first node failed.

in the grid listener is this error

TNS-12542: TNS:address already in use

 TNS-12560: TNS:protocol adapter error

 TNS-00512: Address already in use

  64-bit Windows Error: 48: Unknown error
