ORDS instance to work with SQL Developer

I'm new to ORDS so I'm still trying to figure how things works.

My goal is to create an ORDS instance to work with SQL Developer.

I know you can do this with SQL Developer. But how can I create this instance manually, start and stop it manually from a server.

I mean I don't want to create and start the ORDS using SQL Developer but with commands. I want to use SQL Developer to connect to this instance, from another machine and develop.
