Will DG Broker Switchover cause downtime?

My Oracle Database EE environment is setup with 3 Nodes.

Node 1 being the primary, Nodes 2 and 3 for standby nodes.

As an unplanned outage occurred today, my Primary database is now sitting on Node 2 because of Fast start failover. Since this is a production environment, I want it to switchover back to Node 1 without any down time. Will a switchover via DG Broker cause down time?
