Bar outgoing calls/sms to list of numbers (ECE)

Hello,

We have a requirement to bar outgoing calls/sms to list of numbers. There are multiple predefined lists, each list containing around 10-20 number prefixes. Subscriber can opt for one or more such list and if opted, any calls subscriber makes to one of those numbers should be barred. Basically, we need to respond with diameter service denied (4010) code in such cases. This is for online charging using Ro interface.

Is there any out of the box way to implement this in ECE without (or with minor) customization.
