Waiver functionality workaround?

I have been working on an SR with Oracle for a bit now, because I have a waiver set up that is not working as intended. I want my waiver to pay off any remaining charges following higher priority charge items. Usually, waivers are the highest priority charge item, but the way the BOD of my college wants this, my waiver must be applied only after other higher priority charge items. For example if the waiver covers 200 dollars and a student only has 100 dollars due after their highest priority items (like a Pell grant), the waiver still posts
