Is "flashback table to before drop" included out of Enterprise license?

Since the Recycle Bin was introduced, the flashback table utility allows us to restore a previously dropped table to before dropping.

This flashback table restores the dropped table as well as all its dependent objects, and all flashback table operations are stated to be available only under Enterprise licensing.

Therefore, the question here is:

• Is this flashback table operation, specific for restoring from the recycle bin, available without Enterprise license?
• And, if not, is there any way to restore dropped table data without an Enterprise license?
• Again, if not, does it make any sense to enable de recycle bin at all without an Enterprise license?
