Is it possible to have the OM ORDER HOLD HOOK feature in R12.2.10 to earlier version like R12.2.4?

Is it possible to have the OM ORDER HOLD HOOK feature(as explained in below note) in R12.2.10 to earlier version like R12.2.4?

[R12.2.10] New Feature "Custom Attributes In The Holds Framework" (Doc ID 2711673.1)

Requirement is to automatically create Hold at Sales order header level based on one of the Customer Ship-to DFF attribute, and probably the above feature can be used to implement this.

Please help.
