Metric to check on lowest value

I'm wondering if in OEM the following is possible, either in an existing Metric, or when creating a full custom Metric:

Some values to be measured - like CPU usage - can behave in a very specific manner. The values returned for a given period, can all be higher than a given value, whilst this given value is obviously higher than zero.

More in detail: you know that the percentage value of CPU usage always will be between 0% and 100%. Technically it can actually not be 0%, because that would be a frozen situation, but you can behold 0 as in any number between 0.01 and 0.99
