ORDS 23.1 to use with SQL Developer Web

I'm trying to install ORDS 23.1 to use with SQL Developer Web only.

My first installation for this task.

I used the following command.

ords --config /path/to/config install

Now I'm presented with 3 options:

Enter a number to select the type of installation
    [1] Install or upgrade ORDS in the database only
    [2] Create or update a database pool and install/upgrade ORDS in the database
    [3] Create or update a database pool only
  Choose [2]:

1) Which one I chose for the functionality I want?

2) Can you explain me what a database pool is?
