Entitlement Balances Beyond the Anniversary Date

We have a client that uses accrual plans for vacation hours, and has SSHR set up for employees to request time off. The entitlement balances are enabled, which lets employees see their accrued balances. The date tracking works correctly until the employee date tracks out past their anniversary date. Vacation accrues based on the start date, and the PTO Carryover process runs daily and updates all employees with that anniversary date.
When tracking out past the anniversary date, the hours used during the service year are not included in the balance, and shows a balance much higher than the employee will actually have on that date.
