How can we enable VIEWING OF SALES ORDERS FOR COMPLETED WORK ORDERS?

We are on EBS 12.2.9. The feature to view sales order for completed work orders is supposed to be avaialble in this version. However, it is not available for us. Also the table WIP_COMPLETED_SALES_ORDERS does not exist. I searched Oracle support and found references to Patch 29360399:R12.WIP.C but this patch does not exist. How can we enable this feature?
