Inventory Commitments by Least Available Locations

Our Operations (manufacturing) team is looking for a way to have inventory commitments on Work Orders based on selecting the locations with the least quantity first, to better rotate through open stock. We do not use lots, so using the options of Lowest Lot Number or Lot Date aren't available to us. Is it possible to add a 4th option to the H40/CM Inventory Commitment Methods, and have it select by lowest quantity? Is there any other option for automatically committing inventory from the locations with the least quantity?
