Inventory requisitions tax is not carried to PO

Anyone had this happened before? When creating a requisition in iProcurement for inventory items/catalog items we manually select the tax rate. The requisition then gets approved and gets auto created to a purchase order. The purchase order only has the tax rate for one item out of 5 (even though the requisition side has the tax rate manually selected for all 5 items)

I'm not certain, but it seems this issue is happening for only inventory items? I also have this set to Yes - PO: Retain manually updated PR Tax on PO

We are on 12.2.6
