How to configure Oracle parameter parallel_max_servers in 19C

We got confirmed from Oracle Technical Team that our Oracle 19C has maximum 16 threads.

We moved our DB from 11g to 19C. Our CRM worked fine in 11g but it seems the concurrency in our 19C is not good. I found the default value of parallel_max_servers is 1 in our 19C, but the default value of parallel_max_servers is 4 in our 11g.

According to the document in https://docs.oracle.com/en/database/oracle/oracle-database/19/refrn/PARALLEL_MAX_SERVERS.html#GUID-B6CE9EA3-B846-4AA7-B668-FD3BEE433A24, our 19C default parallel_max_servers should be 12.
