Oracle 21c Listener issue in Windows - TNS-01153: Failed to process string)

Anyone has an idea how to deal with this TNS-01153 error?

I just installed Oracle 21c SE One Edition 2 on my Windows 64 bit machine and its the latest Oracle CPU but not able to successfully get the status of the listener that I've created using NETCA. Listener service in Windows Services says "Running".

I have below the actual lsnrctl tool result and my PC's system environment settings.
