Supplier Bank Synchronization Question

There is an integration job to synchronize bank and bank branch from Fusion Cloud to Oracle EBS system. But we found that the validation for some countries is different in the two instance. (e.g. Japan / UK), is it normal? It seems does not make sense that the validation is different for same country in different systems
