Post DB install : EM connect issue

Installed an EE 19.03 database on Windows x64, database works OK

But, accessing EM via https://mymachine.mydomain.xx:5500/em

I get:


Secure Connection Failed


An error occurred during a connection to gkl48g3.iconos.be:5500. PR_END_OF_FILE_ERROR

Error code: PR_END_OF_FILE_ERROR

   The page you are trying to view cannot be shown because the authenticity of the received data could not be verified.

   Please contact the website owners to inform them of this problem.

MOS says a permission issue may be at play here, but that does not translate very well to Windows as that is completely different. The solution is to run "setfacl" but that command is not Windows native nor part of Oracle DB install.
