In Goldengate 21.3 Microservices Architecture, how to create deployment users from adminclient CLI?

From Service Manager web GUI interface I am able to create a user with Operator role from the navigation panel menu, then the "Administrator" option, and clicking the plus ( + ) sign to add a new User. Just like the Doc ID 2906717.1 says

How can I achieve this from adminclient CLI ?

I can't find what is the command in the help list nor the documentation . I also don't know how to lists the users already created from the web GUI.

Anyone knows?
