SQL Error in SRPCCONP After PUM 28

I noticed Doc ID 2940452.1 (The Consolidated Statistics Cobol Process SRPCCONP Returns an Error After The Installation Of Campus Solutions PUM 28: "ORA-01841: (full) year must be between -4713 and +9999, and not be 0")

The solution says to recompile the Cobol directory.

We are getting the same error in our Development instance, after the PUM 28 installation. We've tried to recompile, but still getting the error.

The specific error we're seeing is: 

Application Program Failed
 Action Type     : SQL SELECT                    
 In Pgm Section  : SQLRT: EXECUTE-STMT
