For Delegation Framework in FSCM, the process to add the temporary role to a delegate is not working

We are on PeopleSoft FSCM 9.2, image 38. When we did our last currency project to get to this image, we tried to configure the delegation framework to work for approving expense reports. The process is supposed to assign a temporary role to allow the person to approve the expense report, but it was not assigning this temporary role. That meant that it really only works if you assign it to another person who already has the role allowing them to approve an Expense Report.

We submitted SR 3-25249123601 at that time about the issue and we were informed "All approval delegations currently do not assign temporary roles defined in Configure Delegation Transaction (Enterprise Components > Delegation > Delegation Transaction) due to some security risks. I have confirmation that this issue is WAD (Working as Designed). For FSCM one cannot use Delegation Framework for Approvals."
