Textbook Data Entry

I am experiencing an issue for my functional users, within the setup of textbooks in maintain schedule of classes. (Nav >curriculum management> schedule of classes >maintain schedule of classes). I have had two reports of users unable to see the textbook setup tab at all, intermittently. Sometimes they can see it, and other times they will not, using the same navigation. Has anyone else experienced this issue?
