jdeveloper 10 (EBS 12.2.4) unable to connect to 19c Database

I am trying to check some OAF customizations after a long time. It seems now i can't connect to the 19c database from Jdeveloper 10g.

I tried with p17888411 and p19170592 but neither of them is working for me.

following the version for me. Anyone came the same scenario? Was there any solution other installing working on 12c Jdev?
