How to Assign Notification Subscriptions at the Role Level?

Hello,

I'm using the P980053X - Assigned Subscription Manager application and wanting to assign notifications to specific roles within the system under the 'Subscriber List' heading. When I select '+ Add Role' the roles displayed are not an exhaustive list of the roles within the system.

I'm wondering what setting / configuration is required in order to have a role be available to assign a notification to it?
