E1 9.2 F3102 variances fields not being populated

in Manufacturing - JDE1 (MOSC)

The five variance fields: Engineering (ENGV), Planned (PLNV), Actual (VACT), Other (OTHV), and Net (NETV) are not being populated when R31084 final is run, as I would expect and have had in previous E1 versions. I have reviewed all the Processing Options for R31804 and do not see an obvious "miss" in that file. What am I missing?
